The Tenjin Big Bang effect
Relaxed height limits triggered a wave of rebuilding across the Tenjin core: dozens of ageing blocks replaced by modern mid-rise towers with earthquake-grade engineering and flexible floor plates. The result is a supply of genuinely new office space rare for a regional Japanese city, with Grade-A rents around ¥13,000–22,000 per tsubo — roughly a third of central Tokyo. A parallel rebuild is under way around Hakata Station.
Where to sit
Tenjin is the commercial heart, best for consumer, media and startup teams; Hakata concentrates corporate branch offices next to the Shinkansen terminal and airport (five subway minutes from downtown — Fukuoka's killer feature); Momochi hosts tech campuses by the waterfront.
The startup toolkit
Fukuoka City runs a one-stop support desk, subsidised incubation floors, and the startup café where founders — including foreign founders on the startup visa — get free legal and visa consultation. Coworking membership runs ¥10,000–25,000 per month, among the lowest of any major Japanese city.
The talent angle
A young population by Japanese standards, universities producing 10,000+ graduates a year, and living costs that let early-stage salaries stretch further. For a first Japanese base that is not Tokyo, Fukuoka is the strongest regional card in the deck.
